Chubb passes 9 out of 10 criteria in my quality screen, with an 83.8% combined ratio (the insurer collects more in premiums than it pays out in claims and expenses) and a P/FCF of just 9.4 times that looks cheap in absolute terms. But my model, which accounts for the actual cash trajectory, judges it overvalued by about 39%. Here is why such a low multiple can still signal too high a price.
What just happened: a strong technical quarter
Chubb, the world's largest publicly traded property and casualty insurer, reported a second quarter 2026 marked by core operating income of $2.8 billion, or $7.26 per share, up 18.2% year over year. The driver: P&C underwriting income jumped 18.8% to $1.94 billion, fueled by disciplined underwriting and favorable claims experience across its global operations. The combined ratio (insurance's key metric: claims paid plus expenses, relative to premiums collected) came in at 83.8%, meaning that for every $100 of premiums collected, Chubb spends only $83.80 on claims and expenses: the insurer generates a real profit on the underwriting activity itself, even before counting investment income on its reserves. Catastrophe losses totaled $475 million, down from $630 million a year earlier.
CEO Evan Greenberg nonetheless tempered the good news: he flagged that pricing in several casualty insurance segments is failing to keep pace with rising claims costs, which he pegs at 6-7% a year for primary casualty and 9.5% to 12% for excess layers. He also described 'overly soft' underwriting conditions in certain global property insurance segments, particularly large accounts and the excess and surplus (E&S) specialty market. That is a sector-wide discipline signal to watch, not specific to Chubb, but one that could weigh on future profitability if the trend persists.
The mechanism to understand: why 'zero debt' doesn't mean what you'd think at an insurer
My screen shows Chubb carries no net debt: its cash exceeds its financial liabilities. But an insurer's balance sheet hides a much larger liability than any bank loan: claims reserves, meaning money set aside to pay claims that have already occurred but are not yet settled, sometimes years later for complex cases (liability, catastrophes). This is NOT debt in the sense an industrial company would use the word: Chubb collects the premium today and only pays the claim later, sometimes much later. This money, called the float, sits on the insurer's balance sheet between the two dates and can be invested (bonds, stocks) to generate additional investment income, essentially for free, since it was not Chubb that supplied this capital, but its policyholders.
This is also why my cash-collection-delay indicator (the number of days between billing and collection, calculated for a classic industrial company) fails for Chubb, at 43 days and lengthening by 16.8 days a year: this figure is actually a poorly calibrated proxy for an insurance model, where the relevant concept is claims-reserve maturity (how long money stays tied up before being paid out), not a classic inventory or receivables cycle. I deliberately leave it as a failed criterion in my screen rather than forcing an industrial interpretation onto a financial model that does not work the same way.
Why my quality screen validates 9 out of 10 criteria
Beyond the combined ratio and debt, the fundamentals are robust: an 18.1% net margin, 10.9%/year sales growth over five years, a 21.4% Cash ROCE (calculated with a formula adapted to the financial sector, where employed capital is defined differently than for an industrial company), and above all 136% cash conversion of net income, a sign of very high accounting quality: every dollar of reported net profit translates into more than a dollar of real cash. Share count declines 1.86%/year thanks to steady buybacks. The only weak spot in the trajectory: five-year free cash flow per share growth comes out at 9.9%/year, just under the 10% threshold I consider a sign of clearly solid value creation, a decent but not exceptional pace for a company of this quality.
The price: a low multiple that hides a premium under my model
Chubb trades at 9.4 times its trailing-twelve-month free cash flow, a figure that looks cheap compared to the double- and triple-digit multiples seen elsewhere in this file. But my reasonable buy-price model, which projects the actual five-year cash-per-share trajectory to estimate a value for today, comes out at $222.34, against a current price of $363.50: a premium of about 38.8%. The lesson here ties directly to the previous point: 9.9%/year FCF per share growth, decent but not exceptional, does not justify just any price, even with a displayed multiple that looks low in absolute terms. A low P/FCF is only a good deal if the underlying cash trajectory justifies it; here, the trajectory is solid but slightly slower than what the current price seems to assume.
What could tip the balance
The real debate centers on the underwriting cycle. Evan Greenberg himself is flagging a casualty market where pricing no longer keeps pace with claims costs: if this trend worsens across the industry, Chubb's underwriting profitability (currently excellent at an 83.8% combined ratio) could erode in coming quarters, which would make the future cash trajectory weaker than the past five years, not stronger. Conversely, a hardening of prices (a 'hard market' in insurance, where insurers regain pricing power after a period of overly soft conditions) would accelerate value creation and bring the stock price closer to the buy price my model calculates today.
